Title I is a federally funded grant program based on the premise that all children can learn to high standards when given equal educational opportunities. The purpose of Title 1 is to provide additional support for schools that serve children who have risk factors like poverty or high mobility. Research has shown that these risk factors make learning more difficult. Student need is recognized by the percentage of students in a school who qualify for free or reduce priced meals. All four elementary schools in Parkrose receive Title 1 funding to supplement their basic programs.

Parental involvement is a critical piece in developing Title 1 plans that best meet the needs of all the students in a school. Parkrose parents are encouraged to participate in the District Family Engagement team and/ or at any of the schools in their teacher parent organizations.
