In response to Senate Bill (SB) 290, passed by the Oregon Legislature in 2011, the Parkrose School District formed a team of teachers and administrators to develop a revised evaluation system for both teachers and administrators. This new system will be piloted in the 2013-14 school year.
The Parkrose Evaluation Team meets monthly for approximately four hours to develop the pilot system. The team also held three after school meetings for teachers to introduce the project to the district teachers. More informational meetings are planned for the spring.
What changes need to be made to our current evaluation system?
SB 290 requires the use of standards, differentiated performance levels, and an evaluation and professional growth cycle. Parkrose’s current evaluation system contains these elements and requires little modification to meet the new requirements.
SB 290 also requires that multiple measures be used to evaluate teachers and administrators. In other words, the evaluation must not rest on any one measure of performance, but must be based on an evaluation of 1) professional practice; 2) professional responsibilities; and 3) student growth and learning. The incorporation of student growth and learning into teacher and administrator evaluations is a new element and it is here that the committee focuses most of its attention in developing the new system.
What is the timeline?
Each school district in the state of Oregon is required to submit a proposed evaluation system to the Oregon Department of Education (ODE) before July 1, 2013. Upon ODE approval, each district will then pilot the system in the 2013-14 school year. At the end of the pilot year, any needed changes will be made. The Parkrose Team is on schedule to meet this timeline.
